Minutes of the meeting held on Tuesday 6th August 2024, were approved and signed by the Chairman.

70) CORRESPONDENCE AND OUTSIDE BODIES – Parish Clerk
- a) An email regarding a Pre-Planning Application Consultation for Proposed Installation of telecoms apparatus at Land West of Townsend Hill has been received, however there are no details attached regarding the application.
- b) A letter has been received from some allotment plot holders regarding the usage of water from the meter and the bank below the tennis courts which is overgrown. Action – Clerk to respond with meter readings and inform the allotment plot holders that the Grounds Maintenance Contractor will be cutting the bank in due course and will be added onto the schedule for future cuts.
- c) An email has been received asking for permission to use the Village Hall Car Park for a coffee trailer, to serve barista coffee, hot and cold drinks and cakes and snacks. Action – Clerk to reply with contact details for the Village Hall Committee.
- d) An email has been received from TDC regarding the Planning Forum meetings in September. The dates for the forums are on Wednesday 18th September from 2pm to 4pm and Monday 23rd September from 5pm to 7pm. TDC will be holding forums 3 times a year, approximately every 4 months.

Winter Fuel Allowance
The Government decision to means test payment of the Winter Fuel Allowance has caused a great deal of concern, please share the information below with anyone you think may be eligible.
What you need to know.
Pensioners should check if they could be eligible for Pension Credit to secure the Winter Fuel Payment, worth up to £300 per household and need to apply for pension credits by 21 December 2024, to receive the Winter Fuel Payment.
Pension Credit gives you extra money to help with your living costs if you’re over State Pension age and on a low income and the average award is worth over £3,900 per year and opens doors to other support, including the Winter Fuel Payment, help with housing costs, council tax and heating bills.

Community Infrastructure Levy (CIL).
Teignbridge District Council has set out new charges for the Community Infrastructure Levy which are charges paid by Housing Developers to contribute towards community facilities, infrastructure and improvements such as parks and community facilities.
Existing charges for the CIL have been reviewed following the submission of the new Local Plan for examination by the Secretary of State. The Local Plan includes new development sites for the district for the next 15 years, (including the sites in the Ipplepen Neighbourhood Plan) which will generate a need for new and improved infrastructure. The use of CIL is vital to secure money for this infrastructure and will be paid to the Parish Council for local infrastructure schemes.
Protect your car from theft
There has been a rise locally and nationally in the number of car thefts involving cars with keyless fobs.
Cars with keyless entry unlock automatically when the key comes within a short distance of the car. This can be from inside a pocket or bag. Keyless car theft or ‘relay theft’ is when a device is used to fool the car into thinking the key is close by. This unlocks the car and starts the ignition.
Thieves only need to be within a few metres of your car key to capture the signal, even if it’s inside your home. This means that even if your car and home are secure, thieves can still unlock, start and steal your car.
How to protect your keyless entry car
When at home keep your car key (and the spare) well away from the car.
Put the keys in a screened or signal-blocking pouch, such as a Faraday Bag and check if the bag or pouch is still working every few months.
Re-programme your keys if you buy a second hand car.
Consider physical security locks.

While Devon has long been a popular destination for tourists during the summer holidays, it’s now also becoming a hotspot for visitors on a “workcation”.
Devon’s Work Hubs are reporting that they are being used more regularly by visitors looking for a place to work in order to extend their stay in the county.
While Devon can boast two National Parks, five National Landscapes, two UNESCO World Heritage Sites, the UNESCO designated North Devon Biosphere Reserve and countless attractions, it seems that Work Hubs are also an important asset for some visitors.
In recent years, the Tavistock Enterprise Hub has become a regular feature of holidays in Devon for Ben Chambers from Reading. Ben, who is Head of Business School and Talent at Grant Thornton UK LLP, said: “The whole package works for us as a family. We come down and stay at Harford Bridge Caravan Site and I work part of the week in the Hub. I get to have a break and get some work done, and I don’t need to take a whole week of annual leave to come down and enjoy Devon. The other people working here are friendly and I get to pop into Tavistock for lunch and try out all the different eateries too. This summer will be our sixth trip down in two years.”

There will be a meeting on Thursday 19th September 2024 at the Millennium Centre for residents of Clampitt Road and Blackstone Road.

The Minutes of the Amenities meeting held on 13th August 2024, were approved and taken as read.
- New dog signage has been put up at the Recreation Ground.
- Decision was that football nets were not to be fitted in the Recreation Ground.
- The Typhoon has had new parts and been repaired. The invoice has been paid.
- Solar panels – Quotes have been received and will be discussed at the October Parish Council meeting.
- Allotment numbers – Coun.Palethorpe will put the remaining numbers on the plots.

77) KERSWELLA CARE
In August they completed 71 trips to doctors, hospital, dentist.
They will be holding a digital drop in session on Wednesday 11th September 2024 at the Hub from 10.30am.
Another digital drop in session will take place on Wednesday 9th October from 10.30am and in the afternoon the Renegades will be in the Hub from 1.30pm.
78) HIGHWAYS & RIGHTS OF WAY
- Smith has emailed DCC regarding Footpath 14. Footpath 2 will be cut before Abbfest.
- Smith is dealing with the overgrown trees at the rear of Rose Gardens.
- Carnell will obtain quotes to clear the overgrowth and trees along the A381 from Foredown Road junction to Moor Road junction.
