AMENITIES COMMITTEE MINUTES OF IPPLEPEN PARISH COUNCIL HELD ON:
TUESDAY 11th FEBRUARY 2025

The meeting opened at 19:00 hours
- The Chairman opened the Meeting and received apologies.

Meeting was attended by 3 members of Ippleplanet to discuss Item 1 of the Agenda and proposal for orchard planting and Memorandum Of Understanding (MOU)
- The Council convened to conduct the following business on the Agenda:
- Ippleplanet-
- RC advised Ippleplanet of the current planning application in place for the Skate Park and of the potential impact to Ippleplanet`s proposal for the orchard planting scheme in the adjacent land
- RC recommended on behalf of the Parish Council that Ippleplanet pursued other potential options and availability of land on which to carryout their tree planting activities
- Ippleplanet have previously proposed an extension to the existing water supply from the allotments into the Long Field site. RC advised that the allotment water supply is metered from the Scout Hut and charged to the allotmenteers. A charging mechanism would therefore be required to capture costs of any water used in the Long Field site.
- The Amenities Committee agreed that the two trees planted in Long Field can remain in place.
- Ippleplanet requested that of the 12 trees being grown in the allotment area, 7 are allowed to remain growing in-situ and 5 will be removed for planting elsewhere. This will be discussed at the next full Parish Council meeting. PC to confirm/approve
- RC advised that the Memorandum of Understanding is to remain suspended at this present time
- RC offered Ippleplanet the opportunity to plant saplings along main road to replace what was previously removed in error a long while ago. Proposed oak saplings if possible, for an Autumn planting programme.
- It was emphasised that Ippleplanet are invited to attend monthly Amenity Committee meetings
- Bowden Road roundabout-
- DP has compiled letter to residents and will carryout letter drop
- Mill Centre solar panels
- DB advised that solar panel installation is scheduled to commence Tues 18 Feb with completion within four working days. Photos of completed works will then be compiled and emailed to Teignbridge District Council as proof of work completed to enable the agreed funds to be claimed from the Green Business Grant
- Mill Centre inspection
- DB has liaised with Cllr Roger Farrow. Proposing to carryout building survey/inspection during Half term week, week commencing Monday 17 Feb.
- RC advised of difficulty with closing front door which needs attention and to be noted on building inspection survey
- Fence at end of Park access road
- RC advised work now completed
- Park play equipment-
- SL advised in hand. Liaising with contractor
- Park toilet cladding-
- RC advised that he is in the process of obtaining quotations for the works. One quotation received to date. Hastening other potential contractors for quotes.
- AOB
- RC raised issue of damaged fence at rear of school. Alistair Dewhirst, District Councillor, is liaising with Devon County to confirm responsibility of ownership for repairs and maintenance of this area of land adjacent to the primary school as they have previously advised that the maintenance does not fall within their remit
- DP has been approached by a parishioner with request for the pollarding of a Silver Birch tree at the top end of Long Field. Simon Birbeck, PC landscaping contractor, has advised that it isn`t normal practice to pollard Silver Birch trees.
